Here you will find the Repbase Update collection.
You can either download the entire collection:

Repbase-derived RepeatMasker libraries:

REPET edition:
RepBase18.08_REPET.embl.tar.gz (33.49 MB)

then use:

        gunzip RepBase19.05.embl.tar.gz
        tar xvf RepBase19.05.embl.tar

or, if you have gtar installed:

        gtar -zxvf RepBase19.05.embl.tar.gz

to untar and uncompress it;
